About two hours ago, some Internet users in China reported Google+ can now be accessed in China; yes, without using VPN. It’s not accessible in all cities; but it seems most people now in China can access Google+.

Google+ Accessibility in China
Personally I asked for friends to help test; all people from China can access and only friends in Xi’an and Hangzhou can not access Google+ at the moment.
If you are in China, share with us your test. Thanks.
I've been on G+ in beijing since about a month after it launched. Interestingly, there was trouble connecting to G+ through plus.google.com for that first month, but my Android App had no troubles. I wasn't able to download the app on phones that had been purchased in china.

The site has been slow to access since launch but started speeding up as of yesterday although historical data shows that it is likely to slow down again.
shenzhen: can access since already couple of months. even though it's not always stable. sometimes it works sometimes it requires vpn. as for today: can access.
G+ was never fully domain-blocked in China, so it's always very partially accessible, depending on which server handles the request. sometimes, in the past months, it has worked sorta ok for a short while with no VPN on, but with all the images absent, for example. I tried a few minutes ago, and it's blocked here in Suzhou.
