The Chinese foreign ministry said that Chen Guangcheng may apply to study abroad, perhaps offering a way out of the diplomatic impasse, as the future of the blind activist who escaped house arrest and is seeking protection from the United States, becomes the elephant in the room at the ongoing fourth round of the China-US Strategic and Economic Dialogue in Beijing.
