Russia has expressed its opposition to the possibility of a no-fly zone over Syria.
Russian Foreign Minister Sergei Lavrov, in an interview with Sky News Arabia Television on August 18, said a no-fly zone would be a violation of Syria's sovereignty.
Although no member of the United Nations Security Council has proposed a no-fly zone, U.S. Secretary of State Hillary Clinton said last week Washington was not ruling out the option.
Clinton's comments prompted U.S. Defense Secretary Leon Panetta last week to say a no-fly zone over Syria was not a "front-burner" issue.
Syrian rebels have repeatedly called for a no-fly zone over the country to protect them from escalating government air strikes.
