Was the FBI Russia investigation the “insurance policy “?

Comey McCabe and Strzok already had it planned? They just needed a trigger event? Comey telling President not under investigation, knowing it was coming?

Then getting Rosenstein to write recommendation to trigger firing?

FBI investigation inevitably leads to Rosenstein appointing Mueller as special counsel to further look at Russia collusion. Indictments come down in a further effort to make @realDonaldTrump look bad. 

Yet still ongoing and no evidence reported...
