The Security Council adopted United Nations at eleven pm (Spanish time) a resolution allowing the use of force to impose an air exclusion zone over Libya and to provide assistance and protection to civilians in that country . The text accepted by the majority of the executive body of the UN serves as the basis for a military attack on the territory controlled by Muammar Gaddafi and the forces that support him and his defense, which could happen imminently. In Benghazi, the city besieged by the troops of Gaddafi and waiting to be saved by the international community has welcomed the vote with cheers.
The resolution "authorizes member states to take all necessary measures" to prevent the flight of the aircraft Gaddafi and assist civilians, has been endorsed by 10 votes in favor and five abstentions, the two countries eligible veto, Russia and China, plus Germany, India and Brazil.
A Pentagon spokesman stated on Thursday that U.S. military resources already available in the Mediterranean and to act immediately, which could allow further delay or abort the attempt on Gaddafi's troops to seize the city of Benghazi , a stronghold of rebels since the beginning of the uprising. France also seems to prepare quick action. The French Foreign Minister, Alain Juppe, who has personally participated in the debates of the Security Council in New York, said the meeting would be necessary to respond "within days or hours because the situation in Benghazi brooks no delay ".
Even if this decision came too late to prevent the fall of Benghazi, the second largest city in Libya, can still serve to greatly weaken the military machine of the Libyan regime and the rebels to allow Libyans to recover resources and territory.
Just as an earlier Council resolution referring the brutality of the Libyan Government to trial the International Tribunal in The Hague and imposed an arms embargo and a freezing of funds abroad, involved the complete isolation of Gaddafi, the permits tonight take action and help the opposition in a concrete and dramatic.
Upon receiving the green light from the UN to enforce the no-fly zone and to protect civilians through the use of force, if necessary, the international community has the opportunity to intervene forcefully in Libya, with the military resources that are created suitable for that mission.
It is, therefore, a great victory for the opposition and a huge defeat for Qaddafi. But defeat is not final. This resolution will be worthless if countries are allowed to carry it into effect does not show the courage required to do so continuously. Once approved, the text is necessary to know, therefore, who will pull the trigger and how energy. Will the attack on Libya simply a cosmetic operation to save the conscience of the West or a military operation to overthrow Gaddafi?
