17:37 Reuters Kuwait will officially recognize the Transitional National Council within days, the Kuwaiti foreign minister says.

Italy recognizes the National Transitional Council (CNT) Libya as the "sole legitimate interlocutor" and considers that the proposals to end the crisis of the Gaddafi regime "are not credible," said Monday the head of Italian diplomacy Franco Frattini. "Italy has decided to recognize the NLC as the only legitimate interlocutor," Frattini said in Rome after receiving the person responsible for foreign policy CNT (representative of the rebellion in Colonel Muammar Gaddafi), Ali Al Isawi.

The Italian minister said that "the regime in Tripoli is now sending emissaries to Greece to make proposals" to resolve the conflict. But "these proposals are not credible," said Frattini. Frattini said on Monday he discussed with his Greek counterpart. The message conveyed to Athens is that "the regime (Gaddafi) will respect the cease-fire. Nothing about the start of a Qaddafi and that is why we can not accept" these proposals, "said Frattini.

For Mr Frattini, "we can not exclude" the possibility of supplying arms to the rebels, but only a "last resort". The Italian minister also offered to cooperate effectively in the "reconstruction of Libya", with the provision of "experts to assist the Council to restart the economy." The Foreign Ministry said the head of oil group ENI, Paolo Scaroni, had telephone contact with the CNT. Libya is the largest supplier of oil to Italy and ENI is the largest foreign producer in the country.
