I guess by any definition that Brega is surrounded 

from North South East West and from above

If reports are true, this is one of the largest attacks put together form either side in Libya since day 1. Rumors say there are 1000's of troops running for 10+ miles from the ocean to the north to river Road, then there are troops to the east, and the south and some coming from the sea and helecopters from above. I guess by any definition that would be surrounded from N S E W and from above. Reported 50-80 tanks and 100 light trucks
