TRIPOLI, Libya — Libyan prosecutors are planning to charge members of the rebels' transitional council with a series of national security crimes and try them in a special court. A judge assigned to compile the charges laid out his case Wednesday against 21 rebel officials in the east, including the National Transitional Council's head, Mustafa Abdul-Jalil. Judge Khalifa Isa Khalifa told reporters he plans to present the case before a special court presided over by a three-judge panel next week. He says the evidence includes testimony from several witnesses. Government spokesman Moussa Ibrahim says charges against the defendants "amount to treason." Defendants will be tried in absentia.
