Horowitz flipped Lisa Page between Jan - March, 2017.
Horowitz started watching Comey's FBI - and then Mueller's SC, as soon as it started - 17 May, 2017.
Page was the key THE WHOLE TIME.
Let me explain.
2. We know that Mueller was appointed on 17 May, 2017. He immediately started appointing a team of absurdly partisan hacks.
Among the early team was one Lisa Page.
3. But long before then, Horowitz was already secretly investigating Page & Strzok.
We know this from Horowitz letter to Chairmen Grassley & Johnson, dated 13 December, 2017
4. See, Horowitz had found the initial batch of Page/Strzok texts, while investigating the 'MidYear Exam', Comey & Lynch's fraudulent exoneration of Clinton (subject of the imminent IG report).
I'm guessing he found those texts as early as Feb, 2017.
5. So, Horowitz special agents started tracking Page & Strzok at the FBI, from say Feb '17.
Remember, these IG agents are deputized by the AG, with broad law enforcement powers. It's wrong to say that the IG has no law enforcement power - it does.
6. Stay with the timeline:
Comey is fired (9 May). Mueller is appointed (17 May).
Lisa Page is appointed by Mueller (17 May - 1 June).
And then, 23 June - the date of Page's last known text to Strzok.
'Never text me again'.
7. What happened to Lisa between Jan 12 - June 23, 2017?
Page's text can appear as a 'goodbye'. BUT if you assume Page was flipped early, it may be something else entirely.
An instruction by others for Lisa to keep 'Pete' in the game. 'Lets talk on non-FBI lines'.
8. Consider: by 23 June, Horowitz had ALL texts between the pair, to that date. He'd been investigating since at least 12 January.
He'd also requested from the FBI, the complete communication log between them on FBI phones, to 30 November, 2016.
9. These were all produced on 20 July, 2017.
Horowitz then asked for ALL comms between them for 30 Nov - 28 July. Including Gmail, non-FBI devices and Skype.
10. These comms are produced by the FBI to Horowitz on 10 August, 2017.
(Note - Christopher Wray had been appointed as Trump's new FBI Director on 2 August.)
11. Now, when was Mueller first made aware of Horowitz possessing the Page/Strzok texts?
Day of his appointment, 17 May?
NO.
He didn't learn about it from Horowitz until 27 JULY.
12. By 23 June, Page had been on Mueller's team, since at least end May/early June.
But Mueller did NOTHING.
In fact, sometime between 6-13 July, he appointed Peter Strzok to his team, as well.
13. Then, BOOM : Horowitz informs Mueller about the Strzok/Page texts, on 27 July.
Strzok is then removed by Mueller, in early August.
Then he is tied to a desk, under Wray's watchful eye.
14. Consider: Page moved between the SC & FBI, throughout this entire period.
She also brought Strzok into Mueller's SC.
AND she persuaded Mueller to let her go back to 'Andy' McCabe, then running the FBI.
15. Conclusion : Lisa Page was an OIG asset in early 2017, inside Comey's FBI and Mueller's SC.
If that's true, Horowitz doesn't just have all the comms between Page & Strzok. He also has a goldmine of information on Mueller, or at least key Mueller team members.
16. And which may explain why it's been such a useless SC, from the get go. It's been a total dud, with Federal judges oenly contemptuous of it.
Mueller knows his team is being watched, 24/7.
17. Or maybe Horowitz delivered it a fatal blow to Mueller, a while back.
Via Lisa Page, who in early 2017 may have decided to fess up to what went on, in order to avoid jail.

Question: does Page leaving the FBI a few weeks ago tell us anything? My guess would have been her career there was in tatters and she was moving on. But if she was an OIG asset, maybe it’s a different reason?
Yet Mueller still accepted Flynn's plea Dec. 1 2017 knowing that PS had interviewed him Jan 20/21st 2017. This is the mysterious game of chicken between IG and SC: which happens first, report drop or Flynn sentenced? Neither can be walked back. /1
Don’t forget the Ohrs. The ability to inflict prosecution on the other partner while one watches is definitely a leverage point. They are the key to connecting Fusions filth to Obama, Clinton, & FBI/DOJ crimes.
