1. This makes sense.
By announcing the indictment BEFORE the meeting, it created the pretext for Putin to bring up the 1999 MLAT b/w the US & Russia (see next tweet).

2. The Mutual Legal Assistance Treaty (MLAT) sets out the rules for how the US & Russia can help each other investigate CRIMINAL matters. This includes providing access to evidence, witnesses, suspects etc.

3. It was Putin who referenced the Treaty in his comments about the 12 indicted Russians.
Putin encouraged Mueller to 'send a formal and official request to us' about the indictment.
If Mueller doesn't do this, it once again exposes his incompetence.
ANOTHER THING.
4. The MLAT applies equally to the US.
That's why Putin said he's appreciate US-DOJ assistance in investigating Browder and his 'business associates', including their money laundering scheme, which Putin alleged ended up benefiting Clinton's canpaign.
5. Putin could have raised these issues out of the blue, I guess.
But the announcement on Friday, certainly helped him raise them in a specific context.
