The president met Friday with the NATO Secretary General while his top national security adviser spoke with a prominent Libyan rebel. Libya also figures to play a prominent role in Obama's big Middle East speech on Thursday. And the president is scheduled to discuss the NATO military action in Libya with the leaders of a Great Britain and France during his Europe trip at the end of the month. Meanwhile, Sen. Richard Lugar, R-Ind., top Republican on the Senate Foreign Relations Committee, said Obama will soon need a congressional sign-off to maintain U.S. assistance in the NATO bombing campaign designed to protect Libyan citizens from attacks by Gadhafi's government. "If the administration seeks to continue our military involvement in Libya, it is incumbent that they seek and secure congressional authorization," Lugar said. All this after an Italian government official said there is evidence that Gadhafi may have left Tripoli and may be injured.

It’s pretty obvious there’s no consensus in the Senate or in the Congress now to move forward with a resolution. I respect that.” McCain, the top Republican on the Armed Services Committee, had been working with a bipartisan group of lawmakers to try to find “consensus” language for a symbolic “sense of the Senate” resolution expressing support for President Barack Obama’s decision in March to engage militarily in Libya.
