Because very little happens without tacit permission from Washington.
It is called Empire. Same as when any Russian allied country would do something belligerent and the Western media would immediately tell us all about how the violence was sanctioned by Moscow.
It may well be that the Saudi's have an agenda in Syria. It is evident that the US does as well.

Well with the oblunder and clinton running that part of our government i have trouble thing of any plots of their then tax the evil rich and take the tax payers for as much as possable coming out of that white house. plus the Saudi's hate Syria more then we could ever so they have been working on taking out Syria's power for years. That's why the middle east is such a powder keg they all hate each other and want to rule or destroy each other No U.S. needed.
